PROBLEM TO BE SOLVED: To provide a base-isolating device which can absorb rolling in all directions by a simple structure and which can absorb a vertical shock, and a base-isolated house structure wherein the base-isolating device is arranged. SOLUTION: This base-isolating device is equipped with: a foundation-side plate which is fixed to a foundation, and which has a foundation-side sphere storage part concavely formed on a top surface; a sill-side plate which is fixed to a sill for supporting a house, and which has a concavely formed sill-side sphere storage part arranged in such a manner as to face the foundation-side sphere storage part; a steel sphere which is held in the state of being sandwiched between the foundation-side sphere storage part and the sill-side sphere storage part, and which supports the sill-side plate on the foundation-side plate; and an elastic holding body which is composed of an elastic member, and which comprises at least a sphere holding part for holding the steel sphere almost in the center between the foundation-side sphere storage part and the sill-side sphere storage part, a flange part held in the state of being sandwiched between the foundation-side sphere storage part and the sill-side sphere storage part, and a tubular body part provided in the state of being enclosed with an outer peripheral surface of the foundation-side plate and that of the sill-side plate.
