PROBLEM TO BE SOLVED: To realize text input, by a person who is not able to input Japanese with a keyboard, for mail transmission through the Internet and notice board contribution while securing privacy protection and security. SOLUTION: This character image textization system is configured to transform character information described on a document into digital image data, and to textize the character information through an operator from the digital image data. This system is provided with a means for dividing one textization object field image into a plurality of parts, a means for distributing the respective divided images of a field to a plurality of operators and a means for making each operator input a text corresponding to the character information included in the image by referring to the distributed divided images.
