PROBLEM TO BE SOLVED: To provide a semiconductivity roll by which stable electric characteristics are obtained in use for a long period and an image forming apparatus and method using the same. SOLUTION: In the semiconductivity roll (charged roll 16Y) constituted of an elastic layer 42 and a cover layer 44, rise of resistance as the roll is suppressed by preventing resistance rise of the cover layer by preventing transition of an ion conduction agent to the elastic layer by polarization at the time of bleeding and continuous energization from the cover layer 44 by providing a bleeding prevention layer 43 for preventing bleeding of the ion conduction agent on internal and external peripheral surfaces of the cover layer 44.
