PROBLEM TO BE SOLVED: To circulate a packing liquid and prevent a gaseous phase from being produced in a manifold 8, by constructing a closed circuit between a main tank 9 and the manifold 8. SOLUTION: The pressure filling-machine includes the main tank 2 which stores the packing liquid 2, the manifold 8 communicating with the main tank 2 via a liquid feed passage 6, a pressurizing-gas supply source 14 which pressurizes the packing liquid in the main tank 2 and then feeds the liquid to the liquid feed passage 6, a filling means 26 connected to the manifold 8, a circulation passage 10 communicating with the manifold 8 and the main tank 2, and a circulation pump 16 disposed in the circulation passage 10. While the packing liquid in the main tank 2 is supplied to the manifold 8 under pressure, the packing liquid in the manifold 8 is circulated to the main tank 2 by the circulation pump 16. In addition, pressurizing force is controlled by an automatic regulator 12 so that the packing liquid larger in amount than packing liquid discharged from the manifold 8 can be supplied.
