<p><P>PROBLEM TO BE SOLVED: To quickly perform reliable provisioning when a network configuration is newly set or updated or when a fault occurs in network equipment 200 or a line for a provisioning control unit 100 for performing the provisioning of the network equipment 200 to construct a prescribed network configuration on a network 300 composed of the network equipment 200. <P>SOLUTION: A command generator 12 generates a network setting command 800 for achieving a prescribed network configuration for giving to the network equipment 200. A network condition analyzer 15 acquires the operation condition information 802 of the network equipment 200 determined based on a setting result 801, and analyzes a network configuration state based on the operation condition information 802.
