PROBLEM TO BE SOLVED: To automatically change physical working conditions by monitoring a user's workload in VDT work. SOLUTION: A user 150 carries out VDT work with VDT-related implements comprising movable mechanisms for changing physical working conditions according to command signals, such as a chair 20 having a leg height change part 34 and caster parts 36 and 38 and a desk 50 having a leg height change part 58. According to outputs of working state monitoring sensors such as pressure sensors 106a-d set on the chair, electromyographic measuring sensors 114 and 116 and a camera 120, a PC 70 as a VDT work environment control device calculates the user's VDT workload and sends to the VDT-related implements command signals for establishing physical working conditions for promoting a rest and reducing an eye burden.
