<P>PROBLEM TO BE SOLVED: To facilitate press-fitting work of a support bearing 10b with a compact and lightweight construction and to sufficiently ensure sealing performance of an internal space of the support bearings 10b, 10b and a one-way clutch 11b. <P>SOLUTION: A latching groove 51 is formed at one end in an axial direction of an inner peripheral surface of a pulley 7a in a state of being more concave than the inner peripheral surface of a main body portion of the pulley 7a over the entire circumference. A second seal ring 53 is provided between the inner peripheral surface at the one end in the axial direction of the pulley 7a and an outer peripheral surface at one end in an axial direction of a sleeve 9b with its outer peripheral edge fitted in and fixed to the latching groove 51.
