PROBLEM TO BE SOLVED: To provide a technique for making seat reclining impossible except when a driver intends. SOLUTION: Fig. (a) shows a reclining lock state and a lever 113 of a second lock mechanism 92 is directed to a reclining lever 100 side, and thereby the reclining lever 100 can not be rotated clockwise in the Fig. (a) with a rivet bolt 106 as a center and a claw 98 is kept in an engaged state with any one of first to third recessed parts 95 to 97. As a result, it can be said that a reclining possible state is not made, even if external force is applied to the reclining lever 100, if the second lock mechanism 92 is in a lock state. Fig. (b) shows a reclining unlock state, and the reclining lever 100 can be pulled to a position in an imaginary line by rotating the lever 113 of the second lock mechanism 92 to show that reclining lock can be released.
