PROBLEM TO BE SOLVED: To realize a proper routing control for selecting a mutual connecting point connected by each transmission area in a telephone exchange network used for access lines to a relay destination network.

SOLUTION: In the telephone exchange network having mutual connecting points to a plurality of relay destination networks and used for an access line to each relay destination network, each telephone exchange includes: a transmission area particularizing section; a selection limit determination section; and a path selection section that transmits a call setup request signal or a call setup request relay signal in response to the call setup relay signal from an output line: for selecting a mutual connecting point at which a call passes according to a first selection rule decided in advance in the telephone exchange network when the selection limit determination section determines no limitation; and for selecting a mutual connecting point at which the call passes according to a second selection rules decided by discussion between carriers in advance when the selection limit determination section determines that any limitation exists.
