PROBLEM TO BE SOLVED: To reduce an error rate of packet data, to reduce the number of retransmission times and to improve the utilization efficiency of a channel by using information of a propagation path environment with high accuracy and setting a transmission rate.

SOLUTION: An antenna phase determining part 103 determines a phase rotation amount of transmission signal transmitted from a diversity antenna 110-2 on the basis of an FBI (feedback information) bit notified from a mobile device. A transmission rate determining part 106 determines a transmission rate on the basis of a comparison result of an error rate of FBI bit error rate showing difference between a phase rotation amount actually notified by the mobile device and the phase rotation amount determined by the antenna phase determining part 103 with a threshold and a CQI (channel quality indicator) showing a propagation path environment with the mobile device.
