PROBLEM TO BE SOLVED: To provide a method and an apparatus for judging long term neglect of a battery while preventing useless power consumption. SOLUTION: The apparatus for judging long term neglect of a battery comprises a means 23a for comparing the SOC at the time of detecting a predetermined trigger signal for starting use of the battery with the SOC when a predetermined condition for stopping use of the battery is satisfied before the predetermined trigger signal is detected, and judging long term neglect of the battery if the SOC at the time of detecting the predetermined trigger signal is lower than the SOC when the predetermined condition is satisfied by a first predetermined value or more.
