PROBLEM TO BE SOLVED: To produce a catalyst capable of being easily separated from a reaction liquid and repeatedly used and to provide a manufacturing method therefor and to provide a manufacturing method for cyclic carbonate in which high yield is given at a low pressure condition and a reduced amount of catalyst used and configuration of an epoxy asymmetric carbon of an epoxy compound, i.e., a material is retained to a high degree. SOLUTION: The catalyst for manufacturing the cyclic carbonate is characterized in that a part of a calcium ion constituting hydroxyapatite represented by formula (1) is ion-exchanged with a zinc ion.
