<p><P>PROBLEM TO BE SOLVED: To obtain a frame transfer apparatus in which capacity of a frame buffer to be used is suppressed by performing frame discard control even if frames actually accumulated in a queue do not reach a length limit of the queue when congestion can be predicted. <P>SOLUTION: A flow control detection section 31, 32 detects a pause frame from a frame inputted from a port 21, 22 and a congestion prediction section 71, 72 predicts that congestion may occur from a transmission stop time within the pause frame and outputs an output prohibition notice and a transfer prohibition notice prohibiting the accumulation of a frame in an output queue 61, 72.
