<P>PROBLEM TO BE SOLVED: To provide a means that prevents an illegal outflow of information from an organization and also detects an the illegal outflow of information. <P>SOLUTION: A user terminal sends confidential information attached with a permit issued by a permit addition apparatus. A transfer permission apparatus checks the permit and transfers the confidential information to the outside of an organization if the permit is an authorized one, the sending status matches the content of the permit, and the destination of the information is in an appropriate management status.
