<P>PROBLEM TO BE SOLVED: To properly set conditions for image formation by effectively utilizing the results of a discharge decision operation. <P>SOLUTION: A discharge decision bias set based upon the operating information of the apparatus obtained (step S101) is applied to a developing roller. Then, it is decided whether or not discharge occurs between a photoreceptor and the developing roller (step S102). Based upon the results of the decision and the environment in which the discharge decision operation is performed, a bias adjustment range is determined (step S103).
