<P>PROBLEM TO BE SOLVED: To automatically establish a proper link relation. <P>SOLUTION: Reliability data corresponding to the reliability of time correction information is added to the time correction information. Each clocking device 11 compares the reliability data of received time correction information with the reliability data of its own time information and performs time correction with the received time correction data only when the reliability of the received time information is higher than that of its own time information. Each clocking device 11 automatically selectively links with a clocking device 11 which outputs time correction information with highest reliability when it is linkable to a plurality of clocking devices 11.
