The device has a vertical support foot (17) which, in a situation of nonuse, full tank, blocks a central tube (1) to prevent its raising. The support foot is retracted for interlocking a flushing in order to release the tube which can then be raised. The support foot recovers automatically to initial position from blocking with the repercussion of the central tube at the end of emptying of the tank.
