The device has an additional counterweight assembled on a main counterweight (1) and constituted of a rigid frame (10). The frame has two parallel lateral posts (12, 14) and disks (18) of overall shape similar to that of disks (2) of the counterweight (1). The post (12) has a projecting stud (32) that is introduced inside a cavity (6) of one of the disks (2), and a projecting leg (34) to support the frame on the counterweight (1). An independent claim is also included for a contact wire tensioning method.
