PROBLEM TO BE SOLVED: To obtain paper for offset printing that is highly mixed with wastepaper, is made by high-speed papermaking (≥1,500 m/minute) and has slight color drift in a paster (in paper splicing) in printing by a tower type high-speed offset rotary press. SOLUTION: In producing offset printing paper from a paper stock having≥80% blending ratio of wastepaper pulp by high-speed papermaking at≥1,500 m/minute papermaking speed, a draw value is controlled in 1.0-8.0% and the shrinkage percentage of paper in 1.0-4.5% at least in a papermaking process so that the modulus of elasticity of paper in MD direction is 2.0-7.0 kN/mm<SP>2</SP>and its dispersion is 0-1.0 kN/mm<SP>2</SP>.
