PROBLEM TO BE SOLVED: To reduce the size of equipment and the area for the site; to reduce the initial cost and running cost. SOLUTION: A method for pyrolytically decomposing sludge has a process (S101) for destroying bio-cells in the sludge by heating the sludge to solubilize the sludge, a process (S102) for performing the solid-liquid separation of the sludge into a liquid component and a solid component, a process (S103) for mixing a combustible component with the liquid component to convert them into emulsified fuel, and a process (S105) for pyrolytically decomposing the solid component. The method also may be provided with a process for burning gas generated from the solid component by pyrolysis treatment, and hot gas obtained by the burning treatment, gas obtained by heat exchange with the hot gas, or water vapor generated by the pyrolysis treatment is preferably used as a heat source for a heating method.
