PROBLEM TO BE SOLVED: To effectively use cake as a raw material for a fluidization treatment method and a bubble mixing earthwork method by mixing/dissolving it. SOLUTION: A raw material prepared by appropriately adding water, cement, and stone powder to the cake is dissolved crudely by primary mixing dissolution treatment by rotors having mixing dissolution blades in a primary mixing dissolution machine 6. Next, the dissolved raw material is subjected to secondary mixing dissolution treatment by mixing dissolution by the high speed rotation of a rotor having a mixing dissolution blade in a secondary mixing dissolution machine 7.
