PROBLEM TO BE SOLVED: To provide a method for manufacturing a holey optical fiber preform where the occurrence of cracks on a gel at a drying or a heat treatment step is prevented in manufacturing the holey optical fiber preform by a sol-gel method. SOLUTION: The method for manufacturing the holey optical fiber preform involves (a) a step 100 to form sol by using a starting material of quartz glass, (b) a step 200 to form a plurality of gel tubes each having one air hole by injecting the sol yielded in (a) step into a plurality of molds and gelling the sol, (c) a step 300 to dry the gel tubes after released from the respective molds, (d) a step 400 to heat-treat the gel tubes dried in (c) step and remove moisture and impurities remaining in the gel tubes, (e) a step 500 to perform stacking of the gel tubes with a predetermined arrangement after heat-treating, and (f) a step 600 to vitrify a plurality of the gel tubes subjected to stacking by sintering.
