PROBLEM TO BE SOLVED: To provide a cleaning device having simple constitution for removing toner remaining on an image carrier such as an intermediate transfer belt, and to provide an image forming apparatus using the same. SOLUTION: The cleaning device for removing the toner T remaining on the image carrier 1 is equipped with a rotatable cleaning member 2 to which cleaning bias 3 having a reverse polarity to the original polarity of the toner is applied and which removes the toner T remaining on the surface side of the image carrier 1, and a pre-processing member 4 disposed on a more upstream side in the carrying direction of the surface side of the image carrier 1 than the cleaning member 2 and connected to ground.
