PROBLEM TO BE SOLVED: To provide a convenient character input device which is easier to use and more easily understandable as compared with the present input means regarding character input when e-mail is carried out using a mobile phone and a fixed-line telephone. SOLUTION: This switching device for character input system becomes a function "toggle input control means" by which character input is performed by a toggle system in which characters and numbers, etc. are allocated to a small number of keys and character specification is accepted depending on frequency when the key is continuously depressed in less than every T seconds during the time from depressing the key till releasing it in its operation, and any of the above becomes a character acceptance control "matrix input control means" by a matrix system when the time after keeping on depressing the key once to releasing it is T seconds or more when it is the same key even in the middle of the first operation of one character input and an operation of toggle input, and becomes one side of combination keys necessary for inputting a specified character among the plurality of characters in charge by the small number of operated keys, and input of the specified character is established by depressing the other combination key necessary for inputting the specified character among the plurality of characters.
