PROBLEM TO BE SOLVED: To obtain a fuel oil composition which is improved in low temperature fluidity since the restriction on formulation amount of kerosine, originated from the stipulation of flash point, can be relaxed, which can be produced efficiently and easily, and which can curtail the number of tanks required upon the production. SOLUTION: This fuel oil composition is the one in which kerosine having a flash point of 55-80°C is mixed into a base oil (A heavy oil) in an amount of 10-50 vol% and in which the 10% residual carbon in the product is≥0.2 mass%, the flash point is≥60°C, and a flow improver is added so as to be 100-1,000 ppm by volume.
