PROBLEM TO BE SOLVED: To provide a normal temperature curable aqueous composition having a normal temperature curability as a fluorinated coating component of an aqueous coating composition, and giving an excellent coating property. SOLUTION: The normal temperature curable aqueous composition comprises an aqueous dispersion of the fluorine-containing composite resin (B) obtained by carrying out an emulsion polymerization of an ethylenic unsaturated group-containing monomer (b1) and an aqueous curing agent, in the presence of a fluorine-containing copolymer (A) containing the ethylenic unsaturated group and the aqueous functional group in the molecular.
