PROBLEM TO BE SOLVED: To provide a thermal insulating storage and a console box using this thermal insulating storage capable of keeping the inside of the box at an ordinary temperature and attaining reduction in power consumption even when the outside air is at a high temperature or low temperature during engine stop. SOLUTION: This thermal insulating storage has an insulation box 24 which is formed out of an insulation material and of which the upper portion opens, an insulation lid 25 which is formed out of an insulation material to cover an opening portion of the insulation box 24 so as to be closed and opened, a packing 26 for keeping airtightness provided at the whole periphery of the opening portion of the insulation box 24, a temperature sensor 29 which is provided in the inside of the insulation box 24 and detects the temperature in the insulation box 24, an outside air sensor 31 which is provided at the outside of the insulation box 24 and detects the condition of the outside air, and a heating/cooling means which is pierced through the wall of the insulation box 24 and adjusts the temperature in the insulation box 24 with the temperature sensor 29 and the outside air sensor 31.
