PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor superiorly combining dispersibility of fluorine-containing resin particles in a surface layer with potential stability for repeated use both in a high level, and to provide a process cartridge and an electrophotographic apparatus each having the above electrophotographic photoreceptor. SOLUTION: In the electrophotographic photoreceptor having a photosensitive layer on a support, the surface layer of the electrophotographic photoreceptor contains diorganopolysiloxane having a specified structure, fluorine atom-containing resin particles and a charge transport substance having a specified structure and≥0.82 V oxidation potential.
