PROBLEM TO BE SOLVED: To provide an eco-system-constructing type sea structure providing a suitable place for the growing and living of marine organisms, capable of fixing the eco-system equivalent to or higher than that in natural sea shore rocky reef part and also maintaining the environment of bottom quality and water quality. SOLUTION: This eco-system-constructing type sea structure is equipped with a supporting structural body 3 installed at the bottom of the sea and having in a plurality of shelf parts 30 in height direction, and≥1 kind of a functional member 4 selected from lump-formed steel slag, carbonate solid consisting mainly of the steel slag and hydration-cured material consisting mainly of the steel slag, arranged at each of the shelf parts 30 of the supporting structural body 3, and preferably is constituted so as to lay a water-granulated blast furnace slag layer 2 on the sea bottom where the supporting structural body 3 is installed.
