PROBLEM TO BE SOLVED: To provide a pipe processing device for manufacturing a lamp, wherein complication of the device can be suppressed when manufacturing the lamp, and a lamp manufacturing device. SOLUTION: This pipe processing device 6 is equipped with a conveyance pipe 7 made of quartz, which can hold a plurality of glass tubes 11 in its inside, a rotary conveying means 8 to convey the conveyance pipe 7 while rotating it, a heating means 9 to heat the conveyance pipe 7 being conveyed. A sprocket 16, a holder 18 to rotatably hold the sprocket 16, a conveyor 19 to which the holder 18 is fixed and which makes round movement on a prescribed course, and a rotational mechanism 20 to rotate the sprocket 16 along the prescribed range of the conveyor 19 are provided in the rotary conveying means 8.
