PROBLEM TO BE SOLVED: To efficiently encode a voice/musical sound signal while maintaining predetermined quality by controlling a transmission bit rate of a transmitting side considering a use environment of a receiving side. SOLUTION: A transmission mode deciding part 101 detects environmental noise contained in the background of the voice/musical sound signal in an input signal, and decides, according to the environmental noise level, a transmission mode for controlling the transmission rate of the signal transmitted from a communication terminal device 150 which is a receiving side communication terminal. A signal decoding part 103 decodes the encoded information transmitted from the communication terminal device 150 via a transmission line 110, and outputs an obtained signal as an output signal. In this case, the signal decoding part 103 compares the transmission mode contained in the encoded information outputted from the transmission line 110 with the transmission mode information obtained from the transmission mode deciding part 101 considering transmission delay, and thereby detects a transmission error.
