PROBLEM TO BE SOLVED: To provide a rudder angular speed calculating unit and a rudder angular speed calculation method which accurately can obtain the output of rudder angular speed at deceleration, while allowing the rudder angular speed to be in halt condition at about regular time intervals, even when rudder angle halting. SOLUTION: In this method, a rudder angle detector 16 for detecting rudder angle variation, a clocking section for clocking duration from the time, starting from when the rudder angle varied to when the time varies next, and the rudder angle speed calculating unit 10 which divides the variation of the rudder angle, by duration associated with the variation to calculate the rudder angle speed and then output it, after the detector 16 has detected the change in rudder angle, are provided. This rudder angle speed arithmetic unit 10 is designed so as to output the rudder angle speed during the 1st extended output period longer than the duration, when the rudder angular speed is decelerated.
