PROBLEM TO BE SOLVED: To provide a carcass layer forming method capable of regulating the leading end position of the folded-back part of a carcass layer and capable of also easily manufacturing the so-called high turnup type pneumatic tire, and a tire manufacturing method using it. SOLUTION: In the carcass layer forming method equipped with a process for winding a continuous body 1, wherein a cord material is covered with an unvulcanized rubber, around the whole of the surface to be formed of an annular core 32 having the almost inner surface shape of a tire successively through the tire outer peripheral side TO and tire inner peripheral side TI between bead parts and subsequently cutting the continuous body 1 on the tire inner peripheral side TI between the bead parts so as to leave the folded-back part of the carcass layer to fold back the folded-back part to the outside of the tire with respect to the bead material arranged after cutting, an adjusting member 32c for adjusting the winding length of the tire inner peripheral side TI between the bead parts is provided to the inner peripheral side of the annular core 32 and has a predetermined expanding height from the lower end of a bead core to the inner peripheral side.
