PROBLEM TO BE SOLVED: To provide a video recording and reproducing apparatus for recording and reproducing digital broadcast that properly controls reproduction speed, when reproducing a recorded program so as to realize efficient reproduction for the viewer. SOLUTION: When a program of a terrestrial digital television broadcast is recorded, the video recording and reproducing apparatus 1 stores (records) contents data 64 for cross-referencing a broadcast elapsed time with metadata denoting scene contents, together with video data 62 and audio data 63 to an HDD 60 as one set of video recording program data 61. When the recorded program is reproduced, the video recording and reproducing apparatus 1 reproduces scenes, including keywords stored in reproduction speed data 44 wherein the keyword and the reproduction speed are cross-referenced with each other among scenes represented by the metadata stored in the contents data 64 at the reproduction speed cross-referenced with the keyword.
