PROBLEM TO BE SOLVED: To provide a magnetic recording and reproducing device with high surface recording density and satisfactory recording/reproducing precision. SOLUTION: The magnetic recording and reproducing device 10 is provided with a magnetic recording medium 16 in which a magnetic recording layer 12 is formed with a rugged pattern, tracks 14 are formed by projected parts with predetermined track widths Tw and a plurality of the tracks 14 are arranged in parallel in the direction of the track width Tw at predetermined track pitches Tp, a heating head 18 for heating the magnetic recording medium 16 and partially reducing the coercive force of the track 14, a recording head 20 for recording magnetic data in the tracks 14 by impressing a recording magnetic field to a heated part of the magnetic recording medium 16 and a reproducing head 21 for detecting reproduced magnetic fields of the tracks 14 and the effective recording width Erw of an effective recording region is restricted to the track width Tw or more and the total value Tw + 2Gw between the track width Tw and a value double of a recessed part width G between the tracks or less.
