PROBLEM TO BE SOLVED: To provide a liquid oxygen-based bleaching agent composition wherein an aroma compound is hardly degraded and its note is stable. SOLUTION: The liquid oxygen-based bleaching agent composition contains (a) hydrogen peroxide, (b) a bleach activator free of quaternary ammonium groups, (c) a nonionic surfactant, (d) a bleach activator having a quaternary ammonium group and a 5-20C hydrocarbon group within the molecule and (e) a perfume composition containing a monoterpene hydrocarbon, a sesquiterpene hydrocarbon, a 10-16C aliphatic alcohol and a 10-16C cyclic ketone as perfume ingredients.
