PROBLEM TO BE SOLVED: To select a proper vocabulary as a vocabulary to be added when the vocabulary in a vocabulary sets is newly added to a recognition grammar model where a vocabulary is previously registered. SOLUTION: A comparison vocabulary selection part 102 selects a plurality of comparison vocabularies out of a plurality of vocabularies included in the inputted vocabulary set. A similarity detection part 106 detects similarities of the respective selected vocabularies to the vocabularies which are already registered in the recognition grammar model 105. A vocabulary selection part 108 selects a vocabulary out of comparison vocabularies which are not phonetically similar to the registered vocabularies on the basis of the similarity of the respective comparison vocabularies.
