PROBLEM TO BE SOLVED: To provide a high-durability fixing belt and an image heating device having high durability and high reliability, which is an image heating device realizing low energy heating by utilizing a heating body requiring small heat capacity. SOLUTION: The fixing belt has at least a mold-released layer, a metallic layer provided on the inner surface of the mold-released layer and a sliding layer provided on the inner surface of the metallic layer and forming a sliding surface.
