PROBLEM TO BE SOLVED: To provide a tool to be detachably fixed and installed onto a H-shaped steel later with a degree of freedom for displacing a building body from a building foundation in the horizontal direction without damaging the H-shaped steel forming the sill of the building body, and to provide its method. SOLUTION: The base isolated building displacing tool 11 comprises a mounting base part 12 having a face 18 for abutting on a lower face 16 of a lower flange portion 5 of the H-shaped steel 2, a shell part 13 extending downward from the mounting base part 12, and a supporting part 14 provided at the end of the shell part 13 in the longitudinal direction of the H-shaped steel 2 and adapted to be thrust by a thrust portion 25 of a cylinder device 10. It is fixed to the lower face 16 of the lower flange portion 5 of the H-shaped steel 2 with a vice 15 so that a supporting face 24 of the supporting part 14 is thrust to the longitudinal direction of the H-shaped steel 2 by the thrust portion 25 of the cylinder device 10.
