PROBLEM TO BE SOLVED: To impart permanent wave even to the thin eyelashes so as to have a voluminous feeling and impact. SOLUTION: A rod 1 for curling the eyelashes E is bonded to the eyelid along the hairline of the eyelashes E, the whole eyelashes E are bundled into a plurality of bundles B, the bundles B of the eyelashes are wrapped around the rod 1, the wrapped bundles B are applied with a first cold permanent wave solution and are allowed to stand for a predetermined time period, the first solution is wiped away from the eyelashes E in a manner pressing the eye eyelashes onto the rod 1, a second cold permanent wave solution is applied to the wrapped eyelashes B and allows them to stand for a predetermined time period, the second solution is wiped away from the eyelashes in a manner pressing the eyelashes onto the rod 1, and the rod 1 is removed from the eyelashes E and eyelid.
