PROBLEM TO BE SOLVED: To provide a hair washing cosmetic preparation capable of fixing the hair by relieving a combing operation after washing the hair, simultaneously capable of exhibiting excellent foamability and detergency, and further capable of making good use of an insoluble silicone for stably mixing the preparation. SOLUTION: The cosmetic preparation contains (a) a wax selected from the group consisting of a dialkyl (dialkylene) alkoxy ether corresponding to the formula: R<SP>1</SP>-(OC<SB>n</SB>H<SB>2n</SB>)<SB>x</SB>-O-(C<SB>m</SB>H<SB>2m</SB>O)<SB>y</SB>-R<SP>2</SP>(R<SP>1</SP>and R<SP>2</SP>are each a 16-36C alkyl or a 16-36C alkylene; (n) and (m) are each an integer of 2 to 4; and (x) and (y) are each an integer of 0 to 10, provided that a sum of (x) and (y) is an integer of 1 to 10), a dialkyl (dialkylene) carbonate corresponding to the formula: R<SP>3</SP>O-CO-OR<SP>4</SP>(R<SP>3</SP>and R<SP>4</SP>are each a 16-36C alkyl or a 16-36C alkenyl), and a mixture thereof, (b) the silicone, (c) an amphoteric and/or zwitterionic surfactant, and (d) a cationic polymer.
