PROBLEM TO BE SOLVED: To provide a monitoring system which can easily know which signal lamp is lit on a road where a signal machine is installed, and is easy to install. SOLUTION: Images of a 1st camera 11 which photographs the signal machine of north and south directions of a cross-point, and images of a 2nd camera 12 which photographs the signal machine of east and west directions, are respectively memorized in image memories 14a and 14b. A detection block 14d respectively detects a color of a detection area, and a discrimination block 14e compares colors obtained in the detection block 14d and color information memorized in a memory block 14c. The discrimination block 14f discriminates that the lamp is lit if the two color are the same or the difference is in a range predetermined. A character generator 14g makes images monitoring the whole cross-point by a 3rd camera 13, and the discriminated color of the signal machine as characters, and an image composing block 14h composes them in an image, and outputs to a monitor 15.
