PROBLEM TO BE SOLVED: To improve the adhesiveness of a finishing clear coating material to a cement-based substrate and the waterproof property, efflorescence resistance, etc. of a cement-based decorative board by satisfactorily filling a complicated concave part 28 like a burrow existing on the surface of the cement-based substrate 20 with a clear undercoating material without damaging the transparency of the finishing clear coating material when the finishing clear coating material is applied to the surface of the cement-based substrate so that a surface color of the cement-based substrate appears on the surface of the cement-based decorative board. SOLUTION: The clear undercoating material, which is obtained by mixing a minute particle 38b for keeping the transparency of a resin being a hardening body 38a in a liquid of the resin being the hardening body 38a exhibiting transparency when hardened, is applied to the surface of the cement-based substrate 20 aged in an autoclave and the finishing clear coating material is applied onto the applied clear undercoating material.
