A communication control unit (15) includes a software module which directly communicates with the communication device (5) via the external communication interface (16). A central processing unit (10) performs authentication via the communication control unit (15) and reads value information stored in a nonvolatile memory (13). Further, the central processing unit (10) encrypts the read value information by use of an encryption processing unit (14) and directly transmits the encrypted value information to the communication device (5) via the communication control unit (15) and the external communication interface (16). <IMAGE>
