The invention relates to a method and apparatus for the outer loop of the power control system of a mobile communication system, which form a cellular infrastructure and which can be used to meet a quality-of-service (QoS) specification determined with the minimum level of power necessary. The inventive outer loop is used to fix the desired signal-to-interference target ratio, SIRtgt, which meets the quality-of-service specification required in a radio environment that is characterised using stochastic models. The inventive method consists in applying the iterative Newton-Raphson method to numerical approximations of the different cut-off probability distribution functions (QoS) in different propagation environments. In this way, once said probability has been fixed and the second-order statistical moments specific to each statistic considered have been estimated dynamically, the margin on the median SIR is obtained as well as the SIRtgt corresponding to said cut-off probability.
