PROBLEM TO BE SOLVED: To obtain a material that makes security of compatibility of two components composed of an aqueous solution of a silicate and a polyisocyanate compatible with control of drain contamination, has excellent foaming hardenability, is safe and has excellent economic efficiency and workability and to provide a construction method. SOLUTION: The grouting agent composition for soil stabilization comprises an aqueous solution of a silicate (A) and a polyisocyanate compound (B). The polyisocyanate compound (B) comprises an isocyanate group terminal prepolymer obtained by reacting a polyisocyanate composed of 30-70 wt.% of diphenylmethane diisocyanate (B1), 15-35 wt.% of a polyphenylene polymethylene polyisocyanate (B2) containing three benzene rings and three isocyanate groups in one molecule and 15-35 wt.% of a polyphenylene polymethylene polyisocyanate (B3) containing four or more benzene rings and four or more isocyanate groups in one molecule with a specific polyether (B4).
