PROBLEM TO BE SOLVED: To surely stop rotation only by mechanical operation without depending on an electric system when a rotor makes abnormal high-speed rotation.

SOLUTION: An abnormal high-speed rotation detecting means is constructed by a rotary level 42 with a plumb, which has a fulcrum at a region displaced from the rotation center position of the rotor 1 and is rotated in a body with the rotor so that the tip side is turned toward the normal direction of locus of rotation by action of centrifugal force. A braking command output means is composed of a braking instruction output rod 45 disposed concentric with the axis of rotating shaft in the rotation central position of the rotor, and connected to the rotary lever through a link arm 46 to move on receiving the pressing force in one direction along the axis of the rotating shaft; and a spring 49 energizing the rod in the direction opposite to one direction with fixed elastic force. The elastic force of the spring is set equal to the pressing force from the rotary lever to the rod corresponding to a threshold of abnormal high-speed rotation of the rotor, and when the rotor exceeds the threshold to cause abnormal high-speed rotation, the rod is moved in one direction against the elastic force set on the spring to output a braking command.
