PROBLEM TO BE SOLVED: To predict a change in district environmental information such as meteorological information, in a shorter time than in the prior art. SOLUTION: This prediction system comprises a plurality of environmental information units dispersedly provided for every district to measure the environmental information in own district time-serially in order, and provided with a communication function with the outside, the respective environmental information units constitute prediction groups with the environmental information units in the adjacent districts, and the change in the environmental information in the own district is predicted, based on the environmental information in the own district and the environmental information in the adjacent districts acquired from the environmental information units in the adjacent districts constituting the prediction groups, via communication.
