PROBLEM TO BE SOLVED: To provide a converter and a converting method which can realize interconversion between MSEC protocol and SECS protocol in order to solve many matters caused by conventional technology. SOLUTION: An MSEC/SECS protocol converter is provided with a first reception and transmission module which receives and transmits an MSEC signal, a second reception and transmission module which receives and transmits an SECS signal, an MSEC/SECS module which converts the MSEC signal to the SECS signal, an SECS/MSEC module which converts the SECS signal to the MSEC signal, and a control character transmission module which is used for transmitting a received control character to the other reception and transmission module when either one of the first reception and transmission module and the second reception and transmission module receives the control character.
