PROBLEM TO BE SOLVED: To issue an electronic certificate to a new transmission unit by easy operation while securing security in the case of allowing the new transmission unit to participate in a network. SOLUTION: A management unit 110 for issuing an electronic certificate to the new transmission unit 410 has a wired communication part capable of connecting a radio communication part for performing communication in the network 300 to the new transmission unit 410, and when the new transmission unit 410 is wire-connected to the management unit 110, whether the new transmission unit 410 is an apparatus provided with a communication means capable of performing communication in the network 300 or not is discriminated on the basis of the received apparatus sort information of the new transmission unit 410, and at the time of discriminating that the new transmission unit 410 is provided with the communication means, an electronic certificate is prepared by using an apparatus identifier inherent to the new transmission unit 410 and transmitted to the new transmission unit 410.
